The Leader's very notable reorientation on the United Kingdom's post-Brexit connections to the EU on Saturday was intended to send a message to business, to EU officials, and to European partners, alongside his political supporters.

The ongoing recalibration outlines realigning with EU rules in three key areas to promote the easier passage of trade: food and farm exports, electricity, and carbon trading.

Commercial Demands

A major business group last month issued a list of further requests in other sectors to assist exporters navigate new bureaucratic hurdles that has impacted the trade of goods.

Its internal research reported that a significant number of business members felt that the existing agreement was not helping sales growth.

A range of additional sectors could, feasibly, see a parallel method – harmonisation with single market rules – in return for reducing post-Brexit barriers across industry, in the car industry, industrial chemicals, or for example in value-added tax systems.

Continental Perception

European capitals were unimpressed by the limited scope in the previous recalibration, specifically the British rejection of suggestions advanced by some commentators regarding the effective return of British goods to the internal market.

The specific detail on electricity and agri-food rules is yet to be settled. A plan for UK manufacturers to be involved in a €150bn security initiative has been delayed over the cost of the membership fee, after some objections from Paris. Another nation has joined the initiative.

Broader Context

The UK has concluded arrangements to participate once more in a student mobility programme and to continue talks on a youth jobs scheme. This has helped clear the way for ongoing dialogue.

Some UK insiders suggest that the issuing of a American national security strategy has shifted the context on UK ties to the EU.

The paper said that the US would "foster opposition" to the EU's present path and commended the "growing influence" of patriotic European parties.

Within the administration, there is a growing awareness that the rapidly changing world has changed again.

Political Calculations

At home, the administration also expects being pressured on EU relations not only one opposition party, but also another, which is focusing on its stronghold regions in local votes.

The Prime Minister's weekend remarks are borne of a combination of commercial realities, domestic pressures and global dynamics as the UK embarks upon a year that will see the ten-year mark of the decision to leave the European Union.
